Set high in the Sierra de Juárez Mountains, the road to the summit is totally paved with two-lane roads each. It’s called Federal Highway 2D. The road includes countless turns and the pass is the highest point on the road.

The road links Tecate and Mexicali, running parallel to Interstate 8 at Mountain Springs, in California, USA. It’s a dangerous road due to its topography and abundant curves full of hairpin turns and roller-coaster dips. It is always advisable to observe a minimum safe distance, to not exceed the speed limit, and use engine braking whenever possible. Headlights are advised in adverse conditions. The road is said to be haunted and the ghosts of the road's victims are said to haunt the drivers of today. During the summer, temperatures may soar and the car could overheat.

The road was completed in 1917 and its named comes from the whispering winds which blow through the Sierra. This dramatic location has been used by filmmakers, perhaps most famously for the final chase scene in the James Bond film "Licence to Kill".
